Annual NC-PHRF Committee Meeting, Sunday February 25th
The annual NC-PHRF Committee meeting is set for Sunday, February 25th at the
MHCYC (call me for directions). This is the annual meeting where NC-PHRF reviews
any current requests for ratings appeals but also does a general review of boats,
especially boats given a "P rating", to see if the P's should be made permanent,
rating changed, or perhaps continue as a "P". The "P" means that the committee can
change the rating at any NC-PHRF meeting without having an appeal in hand.
An appeal is the normal process for change of a rating once given and must come
from a competitor. Once an appeal is received then all the "other" due process
procedures kick in before a rating change is made, notification and all that
stuff. So this annual meeting is the time when the NC-PHRF committee is free to
make ratings changes without all the due process. That said, if your boat is under
consideration for a change more than likely you're already aware of "grumbling"
in the PHRF fleet and should expect a review. As the NYRA rep I really don't
anticipate any number changes other than reviwing the "P" boats. In the NYRA
fleet the only 'P' boat that comes to mind is Afterthought, but if you are a "P"
rated boat then expect to be reviewed. If you aren't a "P" boat and don't like
your rating then now is the time to say why your rating should change. But
please, bring results to the meeting to back up your recommendation or your
wasting everybody's time, the committee is a "performance" rating fleet and will
make its decision on performance. And btw, that means more than a few select races.
The rating changes we made last year to the SJ21 were supported by significant
race results and after seeing the results that Doug Phelps provided for this
rating request I had no problem making the motion for change that was passed by
the NC-PHRF committee. Same for the appeal Charlie Nelson made for Water Phantom,
both were very nicely done. If you want to appeal the rating of a competitor
remember please bring results.
